What do I need to watch out for to make sure I choose the right designer?

In my opinion, you should first check out several sites they've made to make sure you like their style and that they have experience. Then, check out their pricing. The setup cost of the site isn't as important as the long-term costs of having the site online:  the monthly or yearly hosting fee and how much it will cost to do your periodic updates. For example, the yearly cost of having a site online at $15/month is $180, and at $30/month is $360. Over a 5-year period of time, you'll save $900 by paying only $15/month hosting fees. That's a considerable savings!

How much does it cost to have a web site designed?

I've seen web designers that make good sites charge anywhere from $400 to $4800 for a 5-page site's design. We currently charge $450 for a site that could literally have 100 pages!

What must I do to get my site listed with search engines?

We submit your site to search engines as soon as it is finished. After your web is created, we will send you periodic hints to help you obtain or maintain good web positioning.  If you want, we can do that for you, but you can save money if you will allocate 2 hours per month to work to get your web site listed with links pages and search engines.  We'll virtually tell you how and where to go!
